The Territory runs two Acts. Schemes created before 2009 sit under the Unit Titles Act 1975, later ones under the Unit Title Schemes Act 2009, with different vocabulary, default rules and processes. Generic Australian strata advice gets this wrong.
In a scheme of three units or fewer, every owner is automatically on the committee, and decisions must be unanimous.
